Counterproposal for Enfield, Barnet and Haringey

Problems with the Commission’s Revised Proposals:

Finchley split between 3 seats

Golders Green area split between 2 seats

Wood Green split between 2 seats

Palmers Green split between 2 seats

A seat that stretches from East Finchley to Hadley Wood

Unnecessary split ward in Enfield

Map of Commission’s proposals:

Finchley comprises the 5 wards of West, East, Church End, Woodhouse and Garden Suburb (plus part of Totteridge ward). Currently all 5 (i.e. all of Finchley) are in the Finchley & Golders Green seat.

There are two alternatives in this counterproposal: one (A) keeps all 5 wards together; the other (B) retains Garden Suburb ward in the Hampstead seat, as per the Commission’s proposal.

(A)

Main advantage of this scheme: all 5 Finchley wards in one seat.

Main disadvantage: Barnet split between seats.

Advantages of this scheme:

All of Barnet (Chipping, East, Friern) kept together, unchanged from current seat.

Most of Finchley in one seat.

Wood Green and Palmers Green not split between seats.

No split ward.

Disadvantage:

Haringey divided between three seats.

 

Both of these plans are at least as good as that proposed by the Commission but neither requires a split ward.

South London

Working on the 25 constituencies of South London even I start to lose the will to live, which is why it’s the last part of England I’m publishing a plan for. I’d like it to be my piece de resistance but it’s not – it’s just so hard to do the area justice. I’ve shuffled and re-shuffled, I’ve split this ward and that ward… In the end, I made a few decisions:

1. Bromley is on its own, with 3 seats.

2. A bloc of Bexley, Greenwich, Lewisham and Southwark gets 9 seats.

3. There are ways of keeping Eltham together, but in the end I’ve favoured a north-south split.

4. Croydon (3 seats), can almost be done on its own, with 1 split ward (Heathfield) and 1 ward removed (Waddon).

5. Wandsworth & Lambeth could make a very tight 5-seat bloc, but in the end it was easier to remove a ward and add a ward. There are various 2-split-ward solutions, but I’ve kept it to just one: Northcote.

There are of course ways to improve the map by splitting more wards, but in the end I decided to only split wards in the two boroughs where it’s hardest to avoid, namely Croydon and Wandsworth.

This counter-proposal attempts to strike a balance between:

– producing constituencies with some resemblance to current seats

– having some respect for borough boundaries

– not splitting too many communities between seats

In my opinion, this isn’t possible without splitting a few wards, namely one each in Harrow, Brent and Ealing.

Viva Docklands!

I ought to have known it would end in tears… I agreed that a Docklands seat would probably be a better idea than my Stratford and Bow seat. Trouble is, when you start to have a closer look at “good ideas” like this you tend to come up against the harsh realities of the electoral maths.

In this case, because the Royal Docks ward is smaller than the other Newham wards, if you choose to put it in a cross-border seat with Poplar, you have to swap it with a bigger ward, making the average seat size on the Essex side of the Lea a little bit (but a significant bit) bigger. What that means is you end up with a seat somewhere that’s too big, in this case Walthamstow and Wanstead.

So now there are three options: 1. Snip a bit of Snaresbrook ward (a few streets around Bressey Grove) and give it to Woodford; 2. Fiddle around with the wards until you find an arrangement that works (I have found one, but it creates a seat that stretches from Walthamstow Marshes up through Chingford and round to the M11 in Woodford, and I can’t really recoommend it); 3. Go back to the orginal counterproposal.

(Apart from the Docklands seat, there are some other good things about this counterproposal: Ilford gets its centre back; discrete East and West Ham seats…)

In this counter-proposal I’ve addressed some of the problems with the Commission’s proposals:

1. The cross-Lea seat: instead of joining Chingford and Edmonton I’ve joined Stratford and Bow, an area which will have a community of interest in the aftermath of the Olympics.

2. Waltham Forest is not combined with parts of any other borough.

3. Hornsey and Wood Green is restored to its current boundaries.

I couldn’t resolve some problems:

1. Split Ilford: Two wards are needed from somewhere to bolster the Barking seat, and it’s hard to see any alternative than taking those two wards from Ilford. There’s a bit more hope for de-coupling Ilford from East Ham, but the knock-on effects would include putting half of Woodford in the Chingford seat.

I have tried to improve arrangements in Ilford a bit by putting the core of Ilford north of the railway in one seat, and the Fairlop-Hainault fringe in Wanstead and Woodford.

2. Split Romford: I don’t think there’s any way to remove West Romford from the Dagenham seat – if you try, you get a Romford seat with an electorate of 80,548, which would be against the law to the tune of 75 voters.
