I won my bet…

…that the English Boundary Commission would split a ward. And I guessed which one it would be – the Coombe Hill ward in Gloucestershire. In fact they’ve gone crazy and split one of the wards in Gloucester as well, even though they didn’t need to.

Unfortunately they’ve still refused to split wards in places like Birmingham, but throughout the country they have made loads of revisions to their rushed initial proposals, mostly for the better, and in quite a few places looking suspiciously like my suggestions. 😉

They’re gluttons for punishment, so they now have to endure another 8 weeks of consultation. View everything here and get writing. Oh, and copy everything to Nick Clegg, esq. of Whitehall. (Though rumours have it that his address may soon change to Brussels.)

Wiltshire and Dorset

And so we come to the end of the South West.* In some ways Dorset fits better with Somerset, but it’s hard to escape the logic of pairing Somerset with the bits of itself that it lost in 1974. So it’s Dorwilt and 12 seats.

Not a lot to say here – generally speaking I can’t see another way of arranging the seats – except to comment on some of the details. Starting in the north…

1. Having lived in South West Swindon, I can see it would be better to unite Covingham with the rest, but unfortunately that would make the South seat 0.1% too big.
2. The southern edge of the Chippenham seat is very tight to Chippenham and Corsham so let’s add the Corsham rural area.
3. The northern edge of the Warminster seat is very tight to Westbury. Unfortunately the numbers don’t allow us to add the Bratton area.
4. I don’t think it’d do the Lavingtons ward any favours to be stuck at one end of the very long cross-border seat, so let’s put them into Trowbridge to keep Bratton company.
5. The constituency boundary between Salisbury and Shaftesbury isn’t what I’d call ideal but unfortunately there isn’t much that can be done. Adding the Nadder ward to it would make Salisbury too big. I’ve tentatively gone the other way and added Donhead to Shaftesbury, but I don’t know the area well enough to know if that would be popular.
6. The Christchurch seat is turning into quite a glennmander**, isn’t it. The shape mostly can’t be helped, but the Alderholt “tail” is silly. It makes much more sense to have West Parley in the seat, so I’ve done a swap.
7. It’d be nice to get Wareham into the South Dorset seat where it properly belongs but the little swap I just did means it’s not possible.
8. The proposals for Bournemouth and Poole make a lot of sense, with the Merley ward being the one that’s added to the Mid Dorset seat. I will just mention though another theoretical arrangement which I had in mind at the last Review:

Somerset version 2

I think this arrangement of seats is probably more acceptable than my first proposal, but it does involve splitting the Bathavon West ward, with part (shown by a black dot) going into the Bath seat.

I think the only way of avoiding the split ward is by including the area south of Chew Valley lake in the Wells constituency. This small area (shown by white squares), as well as being in a different local authority, is divided from the rest of the Wells area by the Mendips, and I’d imagine that most people there would prefer to stay in a seat with Norton-Radstock and Keynsham.

Somerset

Reconstituted Somerset has an electorate of 702,965, which means 9 seats with an average of 78,107 voters per seat. This counter-proposal is rather more radical than I would’ve liked because the electorate of the North East area (including Frome) is 160,633. The upper limit per seat is 80,473 and it would only be possible to create two seats within the limit by splitting a ward, for example by including 800 voters from the Dunkerton area in the Bath seat.

So, here’s something new for you to try: a Mendips seat including Keynsham, Radstock and Wells, a Langport-Highbridge seat, and a Glastonbury-Shepton-Frome-Wincanton seat. Enjoy!

The South West region has been awarded 53 seats.

As you can see, Devon & Torbay, Swindon, North Somerset, Bristol and Gloucestershire have entitlements that are close to a whole number so they can be dealt with on their own at this Review.

Looking at the areas that need to be paired, there are some choices. For example:
Dorset+Wiltshire and Somerset+BNES or
Dorset+Somerset and Wiltshire+BNES?

For historical reasons, and also with an eye to the future, since the question of pairings will arise at every Review, it seems logical to add Bath to the rest of Somerset.

And what about South Gloucestershire (SGlos)? Gloucestershire itself doesn’t need to be paired, and putting the two together doesn’t necessarily solve our problem, since the average seat size would be 73,764, making it difficult to engineer 9 seats all above 72,810. But I’ve had a go.

Gloucestershire counterproposal

Gloucestershire and South Gloucestershire have a combined electorate of 663,875, which when divided by 9 seats gives an average of 73,764, making this my only real challenge so far! In fact the first time I tried I had six split wards, but in the end I’ve been able to de-split five of them. 🙂

The main problem I had was that Dean-Tewkesbury-Gloucester makes a good block but it’s just a few hundred short. At first I thought the only way out was to add half a ward from Cheltenham, but I’d forgotten about Upton St Leonards. I don’t like creating orphan wards, but a whole orphan ward is better than half of one!
